LAGOS—FACTS emerged, yesterday, that the 13 containers of rockets, grenades and other weapons intercepted at the Apapa Port, Lagos, by the State Security Service, SSS, were imported into the country with forged documents. The fake documentation aroused the suspicions of security agencies.

A reliable source at the ports told Vanguard that “the containers had no form “M” and Risk Assessment Report, RAR, which are the documents showing what the containers are carrying. The dud nature of the document aroused the suspicions of the security agents.”

The source said: “The documents filed in for the clearance of the containers were all forged as the name which the Licenced Customs Agent who was to clear the container was not indicated in the customs cyber. The container did not follow the normal clearing procedure and even the agent used a fake licence to clear the containers.

Every container must have form “M” and its suspicious these ones had nothing. We actually thought it was contraband but it turned out to be something worse.”

The source explained that the security agents, therefore, decided to  watch  the containers since October 2, when the vessel arrived and the dangerous consignments discharged.

Importer’s agent

He said that it started the clearing process three weeks ago when the security agencies moved in.

Vanguard further gathered that the importer of the arms made every effort to beat security checks and even made moves to repackage the containers for export with a view to bringing in the arms through our porous borders.

Vanguard investigation revealed that the seized rockets  were manufactured in 2008, and  measured 107mm with registration number 1088. They weighed 1.8kg each.

Vanguard also learnt that the 13 containers actually came into the examination bay of A P Moller Terminal on October 2, 2010.

It was learnt that the importer, with the help of his agent, did everything to have the containers transferred to a Bonded Warehouse Facility so as to beat security checks.

Our investigation revealed that when the attempt to transfer the containers failed, the importers decided to re-package them for export with a view to moving them to a neighbouring country and smuggling them into Nigeria through the porous borders.

Meanwhile the security operatives have arrested the Customs Agent (names withheld) appointed by the yet to be apprehended importer.

NSA visits

National Security Adviser, retired Lt. General Owei Azazi, who spoke to newsmen after inspecting the seized arms said the government would not jump into conclusions until everything that had to do with the 13 containers were verified.

Azazi, who came in company of the Chief of Air Staff, Air Marshal Oluseyi Petinrin, said the government was alarmed at the volume of the arms import adding that no stone would be left unturned to get to the bottom of the matter.

He said: “At this point, the only thing we can say is that we have some armament that were discovered at the port by the security agencies. We do not want to make any conclusion about what caliber of ammunition, where they are going or where they are coming from.

We need a lot of verification and at the end of the day Nigerians will know what the issue is all about. Let us not jump into conclusion.

“We have discovered them and we will do whatever is required to make sure that everybody is protected. I think the SSS has a very good procedure and that is why these containers could not go unchecked.”

Asked if the importation of the arms had anything to do with the forthcoming elections the nation’s chief security officer said: “I do not know yet until we find out more.”

Confirming the arrest of the importer, the South West Zonal Coordinator of National Task Force to Combat the Importation of illegal Contraband and Small Arms, Dr. Ayo Omotosho said the importer’s agent who has been arrested would not be disclosed for security reasons..

Spokesperson of the National Task Force to Combat the Importation of Illegal Goods, Contraband and Small Arms, Mr. Jeff Imo, told Vanguard that the arms importation was a testimony that there was proliferation of dangerous weapons among Nigerians.

He said the task force was still trying to update its structures in the South West zone of the country, adding that before the end of next week, they would have been very visible in every border post and seaport across the southern part of the country.

Meanwhile, the Goodluck/Sambo Presidential Campaign Organization, has commended officials of the nation’s security services, the Police, State Security Services, SSS, Military Intelligence and Naval Intelligence, for their interception of the illegal arms shipment.

The organization’s Director of Media and Publicity Committee, Mr. Sully Abu, in a statement, expressed satisfaction at the vigilance of the agencies which led to the discovery of this dangerous cargo.

Sinister agenda

He said: “By this interception, the security services have saved Nigerians from mortal danger. It is obvious that the evil minds behind the importation of these arms have a sinister agenda. They must be exposed and brought to book.

The organization called on security agencies and Nigerians at large to be very vigilant at this time, noting that Nigerians should expose the few desperate ones who were hell_bent on disrupting the peace and orderliness of our land.

Reacting to the arms seizure, the Acting Inspector-General of Police Mr. Hafiz Ringim yesterday expressed shock over the discovery of large catchment of arms and ammunition at the Tin Can Island Port assuring that the police will get to the root of the matter.

Paul the octopus, who shot to fame during this year’s football World Cup for his flawless record in predicting game results, has died peacefully in his sleep, his German aquarium said yesterday. “Management and staff at the Oberhausen Sea Life Centre were devastated to discover that oracle octopus Paul, who achieved global renown during the recent World Cup, had passed away overnight,” the aquarium said in a statement.

“He appears to have passed away peacefully during the night, of natural causes,” said Sea Life manager Stefan Porwoll. “His success made him almost a bigger story than the World Cup itself… We had all naturally grown very fond of him and he will be sorely missed,” he added.

Paul beat the odds during the World Cup by correctly forecasting all eight games he was asked to predict, including Spain’s 1-0 win over the Netherlands in the final. For the prediction, two boxes were lowered into the salty soothsayer’s tank, each containing a mussel and the flags of the two opposing teams.

Watched by a myriad of reporters, Paul would head to one box, wrench open the lid and gobble the tasty morsel, with the box he plumped for being deemed the likely winner. His astonishing ability made him a global media phenomenon. His later predictions were carried live on rolling news channels in Germany.
Within an hour of his death, more than 150 messages of condolence were posted on Paul’s “official” Facebook page. “Paul, we will never forget you. We love you,” wrote one. “There will never be an octopus as cool as you again,” wrote another.

Paul himself “wrote” from beyond the grave: “It seems, my time has come, finally. Take care everybody. Hugs and don’t forget me.”
The eight-legged oracle became a media superstar for his skills, but he naturally fell out with fans whose teams he failed to tip.
He was slammed in the British press for treason after tipping Germany to beat his “home country” which they duly did, 4-1. He then fell offside with bitter German fans who threatened to turn him into sushi after he correctly predicted a semi-final defeat for the Mannschaft against Spain.

Stung by Paul’s “treachery”, some sections of the 350,000-strong crowd watching the game on giant screens in Berlin sang anti-octopus songs.
The honour of Paul’s mother was also called into question in the stands, and Paul’s home aquarium received death-threat emails saying “we want Paul for the pan.”
No less an authority than Spanish Prime Minister Jose Luiz Rodriguez Zapatero called for octopus bodyguards. And Spanish Industry Minister Miguel Sebastian called for the creature to be given an “immediate” free transfer to Spain to “ensure his protection.”
But Paul’s fans need not despair too much at his death. The aquarium has already been grooming a successor, to be named Paul like his mentor. Paul’s body is now in cold storage while the aquarium decides “how best to mark his passing.

“We may decide to give Paul his own small burial plot within our grounds and erect a modest permanent shrine,” said Porwoll. “While this may seem a curious thing to do for a sea creature, Paul achieved such popularity during his short life that it may be deemed the most appropriate course of action.”
The true extent of Paul’s incredible achievement comes to light when you consider a £10 ($15.80) bet on his selections in Germany’s six World Cup matches would have earned £4,071.32 ($6,450) over the duration of the tournament if placed.
After the cephalopod’s contribution to their success, the Spanish were understandably grateful, even offering to house Paul in their country and afford him a life of luxury.
Their advances were declined, Paul instead lived out his days in Germany, where he passed away.
He may not have kicked a ball, or even watched a match in South Africa, but few will have a World-Cup legacy which lasts longer than that of Paul, the “Psychic Octopus.”

LAGOS—COMBINED security operatives, yesterday, intercepted 13 containers laden with arms and ammunition including rocket launchers, catridges and hand grenades at the A P Moller Terminals in Apapa port.

Although, no arrest had been made at the time of going to press, the Lagos State Police Commissioner, Marvel Akpoyibo, said the command has launched a manhunt for the owners as the Police Anti-bomb squad was busy opening the crates containing the arms.

The Apapa Area Customs Controller, CAC, Alhaji Abdulkadir Azerema said contents of the containers were not declared before they were intercepted.

The first container that was opened by the various security agencies that carried out examinations discovered the 24 crates of rocket launchers and other weapon of mass destruction.

Vanguard gathered that SSS, acting on a tip off  intercepted the containers and cordoned off the entire examination bay of A.P. Moller where the containers were to be examined.

Lagos State Commissioner of Police ordered a re-enforcement of a full unit of Police Mobile Force to beef up the security of the area until the  containers are examined.

The containers with numbers 7869612, 7827707,7868370, 7869356,7870064, 7866819,7868318, 7868771, 7866676, 9478240,7868431, 1301980 and 7869464, were suspected to have been shipped from Iran.

Besides, officers of the Nigerian Customs Service, NCS, State Security Services, SSS, Cotecna Inspection Services, the Security department of the Nigerian Ports Authority, NPA, and officers of the Nigeria Police Force were also present at the venue of examination.

Security agents made futile bids to stop the publication of the seizure yesterday.
Another senior security officer threatened to take it up with any media house that reported the matter.

The security officer said: “No media report yet until we have gotten ‘A, B, C, D. This is what is done abroad. This bothers on national security. I am not begging over this, it concerns you and I.

I am not bribing you not to report I am only saying that this thing bothers on security, do not  impede the investigation by reporting what you have seen and what you have not seen. Any media house that reports this I will take that person up.”

Customs CG expresses shock

Comptroller General of the Nigeria Customs Service ,Alhaji Abdullahi Dikko, expressed shock at the cache of arms intercepted adding that he was happy that the arms were discovered.

He commended the commitment of the officers which led to the interception following the joint operation by various security agencies. and officers of the Nigeria Customs Service, in collaboration with the Beninoise gendarmes have commenced joint border patrol with a view to tracking down containers suspected to carrying prohibitive equipment including arms and ammunition.

The command’s public relations officer, Mr. Ernest Olatha, a Deputy Superintendent of Customs, DSC, said although no such containers had been intercepted since the commencement of joint border patrols, the Customs were not relenting in their efforts at ensuring that the border was not used for small arms deal.

Olatha said: “We have commenced combing of all illegal routes, bushes and swampy areas to ensure that no incidence of arms proliferation takes place through this border.

At the approved routes, we ensure that all trucks are inspected to the letter and as I talk to you now, no such incidence has occurred.”

The federal government has warned the Chairman of the Economic and Financial Crimes Commission (EFCC), Farida Waziri, to stop making pronouncements about politicians and other categories of allegedly corrupt Nigerians.

A list of over 50 top politicians and notable businessmen considered ineligible to participate in the forthcoming election in the country, had been published on the commission’s website with Mrs. Waziri insisting that the anti-graft agency will spare no efforts to ensure that no political party fields any of the affected persons as a candidate.

The Peoples Democratic Party (PDP) had earlier warned that acting on the EFCC’s list, which includes some former state governors, legislators, businessmen, bankers as well as company chief executives, will undermine the country’s judicial process.

In a strongly-worded letter, the federal government, asked Mrs. Waziri to desist from political statements capable of embarrassing it and unduly heating up the polity.

You don’t have such powers

In a letter (Ref No. HAGF/EFCC/2010/Vol. 1/10) dated October 24, 2010 and addressed to Mrs. Waziri, the Attorney General of the Federation (AGF) and Minister of Justice, Mohammed Bello Adoke, declared that only the courts have the constitutional powers to disqualify candidates in line with the provisions set out in the Electoral Act 2010.

In the letter titled “Re: Incessant Political Statements Capable of Embarrassing the Federal Government of Nigeria and Unduly Heating Up the Polity”, the minister noted: “My attention has been drawn to recent disturbing reports of political statements credited to the leadership of the Economic and Financial Crimes Commission (EFCC), which are capable of embarrassing the government and unduly heating up the polity.

“The recent comments credited to the Chairman of the EFCC, which was widely reported in the print and electronic media, to the effect that the Commission had compiled names of people under investigation for the purposes of sensitizing political parties to exclude such persons from the political process is a case in point.

“As we approach the 2010 General Elections, I wish to advise that all agencies of government must moderate their public utterances and refrain from making statements likely to cause apprehension in the minds of the public that this administration is taking measures aimed at excluding some people or its perceived political opponents from the political process.

“While it is important for anti-corruption agencies to continue to pursue their statutory mandate with vigour, care must be taken to ensure that no negative feeling or perception is unwittingly created that government is complicit in any grand design or scheme to ‘witch-hunt’ people.

“Furthermore, I wish to reiterate that the grounds for disqualification of candidates for political offices and those empowered to exercise the power to disqualify candidates are clearly set out in the Electoral Act 2010. Our jurisprudence on the issue of disqualification of candidates as enunciated upon by the Courts is also well settled. Anti-corruption agencies must therefore respect this position and refrain from making pronouncements to the contrary”.

The Minister however lauded Mrs. Waziri “for the notable achievements so far recorded in the fight against corruption and economic crimes, especially with respect to the investigation and prosecution of bank executives.” He urged her and the Commission “to sustain this momentum by ensuring that all actions and pronouncements of the EFCC come within the confines of due process.”

When contacted yesterday, the spokesperson for the anti-graft agency, Femi Babafemi, said neither him nor Mrs. Waziri is “aware of any letter from the Attorney General cautioning the EFCC Chairman over any issue.” He asked, “Cautioning, over what?” He insisted that there was no such letter to his boss, particularly over the advisory list of allegedly corrupt politicians published on the Commission’s website recently.

When the reporter attempted to let him in on the contents of the letter, Mr. Babafemi said, “may be such a letter is yet to get to her (Mrs. Waziri). I am not aware of any such letter. Again, October 24 was a Sunday, not a working day. I don’t know if the AGF would issue a letter on Sunday, and cautioning her for what? I am not aware of anything like that.”

On its website, the commission had promised that those who have no case proved against them need not fear anything. According to the statement, “The attention of the Commission has been drawn to a barrage of mixed reactions following media reports on a list of high profile cases being prosecuted by the anti-graft agency. The Commission has decided to clarify some of the issues raised in the publications in the interest of members of the public who might be misled by the selfish arguments of some hired commentators who are desperate to stifle the nation’s anti-graft war.’’ It insisted that the commission does not have power to disqualify any one from contesting for public office and wondered why “the mere publication of a list of cases being prosecuted in courts by newspapers has generated so much reactions from those who are yet to discharge their burden of corruption charges as well as their fans and agents alike.”

The commission said the list was not new as it has been on its website since 2008 and that ‘‘all the facts therein have been in the public domain since the trial of the accused persons began,’’ saying it does not intend to arrogate to itself the power of the courts.

Role Summary/Purpose

The Entry Field Service Engineer will be in charge of pre-defined operation, installation, maintenance, testing, adjustment; troubleshooting and technical assistance based on good engineering, manufacturing, installation and operation practices as applicable to upstream oil exploration/production equipment and in accordance with contractual work scope requirements.

Essential Responsibilities

* Operation, Installation or maintenance of company equipment (Surface Wellheads, Valves, Specialty
connections & Piping, Production trees, etc) in accordance with the company’s recommended
procedures, methods & guides
* Comprehensive job preplanning including all logistics, tooling, Environmental, Health & Safety (EHS), & technical work scopes applicable to assignments
* Use of company e-tools to retrieve technical documents and management of packing list, bill of
materials, drawings, prior job reports etc.
* Timely completion of all post job and administrative duties including but not limited to customer and
service reports, timesheets, job debriefs and tooling tracking.
* Safe & compliant performance of all activities inline with the company’s and our customer’s
environmental health & Safety (EHS) guidelines and procedures
* Uncompromising integrity to ensure 100% compliance with regulatory and company rules and
requirements
* Maintaining a strong customer relationship through a positive, proactive & professional approach
* Perform other related duties as assigned by manager
* Work on a 14/14 or 21/21 days rotation with tendency to extend work shifts if required

Qualifications/Requirements

  • HND/B.Sc. Engineering
  • Minimum of 2 years Industry experience
  • Minimum of 1 year experience in a field service/maintenance role with oil service or similar company
  • Good knowledge of English language
  • Computer skills as required to manage files, communicate via email, as well demonstrate competence in Microsoft office
  • Willingness to travel and work flexible schedules- international may be required
  • Ability to work in a demanding workplace with challenging conditions/environments
  • Ability to obtain/maintain travel documents (passport/visa)
  • Posses a valid driver’s license
