The National Sugar Development Council (NSDC) was established by Decree 88 of 1993 to among other things, promote the development of the Sugar sub-sector through the provision of guidance and the development of sugar estates and the organisation of sugarcane out-growers schemes to enhance local production of sugar with a view to ensuring that Nigeria achieves at least 70% self-sufficiency in sugar requirements as soon as possible.

The establishment of NSDC was informed by the realisation of the ineffectiveness and un-coordinated planning and control of the sugar subsector due to absence of a body/agency that could coordinate and monitor sugar development in Nigeria. This scenario created a demand gap since local sugar production could not catch up with the ever increasing demand. For instance, the demand for sugar, both domestic and industrial, was estimated to have grown from 43,000 tonnes in 1995 to about 700,000 tonnes in 1994 showing an average annual growth rate of 8% whereas local production accounts for only 50,000 tonnes or 5% of demand. The balance of 95% is imported.

Given the strategic importance of sugar, it became imperative that the nation’s precarious dependence on sugar importation be checked particularly since Nigeria has the potential to become a net exporter of sugar if the capacity of the existing sugar plants is enhanced, new plants established and sugarcane out-grower farmers encouraged and supported through provision of credit facilities, procurement of necessary inputs and development of basic infrastructure.

It is the realisation of this fact that informed the formulation of Government policy that set a target for Nigeria to achieve at least 70% self sufficiency level in Sugar requirement within the shortest possible time. Consequently, an Implemntation Committee on sugar sub-sector was established. One of the recommendations of the Committee was the establishment of Sugar Development Co-ordinating Agency, a body which would be responsible for coordinating all the various activities and forces that impinge on the sugar sub-sector in Nigeria. This eventually led to the establishment of National Sugar Development Council by Decree 88 of 1993.

uniabeokutaThe University of Agriculture, (UNAAB) was established in January, 1988. It is one of the three Universities of Agriculture in the Country, the other being in Makurdi (Benue State) and Umudike(Abia State).

The establishment of the Universities of Agriculture was an entirely new concept for promoting agricultural education and services for agricultural development and attainment of self-sufficiency in food and fibre.

The University started at its mini-campus in Isale-Igbein right in the centre of Abeokuta, the Capital of Ogun State. The University moved in December, 1997 to its permanent site. 10,000-hectare Campus which is located next to the Ogun-Oshun River Basin Development Authority on the Abeokuta- road in the North Eastern end of the city, 15 kmfrom Abeokuta City Centre.

The Federal College of and Marine Technology assumed its present status as a full-fledged technological institution in 1992. Before then the College was known as the Federal School of Fisheries which was established in 1969 as a vocational training institute to address the manpower requirement of Nigeria’s fledging in-shore fleet.

The phenomenal growth of the Nigerian fisheries sector over the years gave rise to a corresponding need to generate a higher level of indigenous expertise to service the core and ancillary segments of the sector. Training presently has gone beyond this initial reason for establishing this institution. Courses on Cargo handling, Naval Architecture, Navigation etc have made it possible for grandaunts to seek careers in the lucrative maritime sector of the economy mostly in Tankers and other sea going vessels.

The Federal College of Fisheries and Marine Technology is headed by a Provost who reports the Honourable Minister of Agriculture through a Governing Council.

Due to the high level of importance attached to it’s work locally and internationally, the College has benefited from numerous aid assistance programmes including institutional support from the United Nations Food and Agriculture Organisation (FAO) and the Japanese International Cooperation Agency (JICA).

As an educational Institution established to cater for the needs of a highly specialized sector of the , the Federal College of Fisheries and Marine Technology has continually sought to evolve training programmes that are sensitive to the dynamics of the demand of its immediate clientele as well as to international standards. To date, the College has graduated technical experts on its three major disciplines, namely: Marine Engineering, Nautical Science and Fisheries Technology. The products of the College mainly from the Departments of Marine Engineering and Nautical Science have continued to maintain a strong dominance of shipping and industrial fishing activities in Nigeria.

michaelokpara, originally the Federal University of Agriculture, is a federal university in Umudike, Abia State, Nigeria established as a specialized University by a Federal Government of Nigeria Decree No 48 of November 1992.

It began formal activities in May 1993 with the appointment of the first Council and Vice-Chancellor Professor Placid C. Njoku on 27 May 1993, while other key officials of the University were appointed later.

The first set of students were admitted into the institution during the 1993/94 academic year with a student population of 82. The nickname “Umudykes” or U’dykers refers to students, alumni, and sports teams of Michael Okpara University of Agriculture.

It currently offers more than 100 programs and grants more than 40 undergraduate degrees. Post Graduate degrees are offered (M.Sc. and MBA ) and doctoral (Ph.D.) degrees in over 15 departments, in 11 and colleges. In total, Michael Okpara University of Agriculture issues the following degrees:

Cocoa Research Institute of Nigeria (CRIN), was established in , Oyo State, on 1st December, 1964 as a successor autonomous research organization to the Nigerian substation of the defunct West African Cocoa Research Institute (WACRI) (Through the Nigeria Statute, Act No. 6 of 1950)

This was sequel to the establishment in 1944 of the headquarters of the said WACRI at Tafo, Ghana with responsibility to conduct research to facilitate improved production of disease-free, or disease-resistant cocoa.

By virtue of the Nigerian Research Institutes Act No. 33 of 1964, the scope of CRIN was expanded beyond that of WACRI to include research on kola and coffee in addition to cocoa. In 1975, by the Agricultural Research Institutes (Establishments, etc). Order No. 107 under the Agricultural Research Decree No. 35 of 1973, the scope of CRIN research activities was further enlarged to include cashew and tea. Consequently, CRIN today has mandate to conduct research on five crops, namely, cocoa, kola, coffee, cashew and tea throughout the country. According to the enabling Decree aforementioned, the expressed objectives of CRIN mandate on these five crops are:

(i) Improvement of the genetic potential, agronomic and husbandry practices,
including processing and storage of the crops,
(ii) Identification of the ecology and methods of control of pests and diseases
affecting the crops,
(iii) Investigating the effective utilization of the crops and their by-products, and the
feasibility of small-scale production of such end-use products,
(iv) Integration of the cultivation of the mandate crops into farming system where
each crop is grown by farmers,
(v) Translation of research results and improved technologies into practice among
farmers and manufacturers in order to improve production and socio-economic
life of the people.Organisation
CRIN is organised into nine Divisions comprising of technical/research and services
Divisions, namely:
(i) Research (R),
(ii) End-Uses Research (EUR),
(iii) Extension and Agricultural Economics (E& AE),
(iv) Planning, Budgeting, Monitoring and Training (PBM&T),
(v) Administration and Supplies,
(vi) Finance and Accounts,
(vii) Internal Audit,
(viii) Library, Information and Documentation and
(ix) Engineering and Works.

These Divisions are responsible to the Executive Director who in turn is also responsible to the Institute’s Governing Board and the of Agriculture and Rural Development. The Institute maintains a bi-lateral relationship with international organizations that deal with cocoa and some of its other mandate crops.Also, it has linkages with other National Agricultural Research Institutes (NARIs), States and National agencies through which its technologies are disseminated.
