University of Abuja dates back to 1976, when the National Universities Commission conceived the idea of an Open University system for Nigeria. The Central Bank Act, 1958 (as amended) and the Banking Decree 1969 (as amended) constituted the legal framework within which the CBN operates and regulates banks. National Population Commission (NPC) of Nigeria was established by the federal government in 1988.
